ARGN is not here to replace national organisations or regulators. Its purpose is to support and strengthen the work already being done by bringing people and organisations together.”
But while the ARGN intends to enhance collaboration between stakeholders across the continent, Akolade asserts the aim is to promote “common principles rather than identical regulations”.

The pure-play prediction market-operators, Polymarket and Kalshi, emerged from Week 1 as the clear winners. On one hand, Kalshi’s market share lead narrowed over its competitors, falling to 82% for the week ended 13 September, down from 86% a week earlier.
Still, Kalshi had a nine-fold lead over Polymarket, its next closest rival. Polymarket, meanwhile, led the group with 762,000 app downloads, edging Kalshi, DraftKings and FanDuel in the category. Meanwhile, the CGMC has not disclosed when the integrity and quality framework will be finalised, leaving casino operators without concrete guidance on the new requirements.
The gap comes as Phnom Penh prepares to host its major anti-scam conference on 23-24 September, part of the wider government campaign against online scam networks.
Initially framed as “Together Towards Disrupting the Chain and Ending Online Scams” by AKP in August, the conference now carries the theme “Acting Together towards Breaking the Chain and Eradication of Online Scams” on its official website.
